Nelle aziende c’è ancora tanta strada da compiere per migliorare l’organizzazione e promuovere il benessere psicofisico dei dipendenti. Ecco perché diventa importante svolgere una valutazione del rischio stress, non finalizzata unicamente a stabilirne il livello di rischio, ma anche e soprattutto a cercare e individuare le azioni correttive e di miglioramento che l’azienda stessa può intraprendere. La valutazione è promossa e gestita dal datore di lavoro o dalla dirigenza aziendale deve essere integrata da un più ampio programma di prevenzione e protezione aziendale, garantita dalla centralità delle figure aziendali interne preposte alla prevenzione (RSPP, medico competente, RLS).
Tra i principi alla base di una valutazione del rischio stress è da ricordare che:
- Il processo deve essere orientato a soluzioni di natura preventiva;
- La valutazione deve basarsi sulla partecipazione attiva dei lavoratori o dei loro rappresentanti;
Affinché questi principi possano essere garantiti, il Decreto Legislativo 81/2008 sottolinea alcune azioni propedeutiche da attuare in una organizzazione:
- Individuare soggetti aziendali, anche affiancati da consulenti esterni, che parteciperanno al processo di valutazione (costruzione team di valutazione composto almeno dal datore di lavoro o un suo delegato, RSPP e/o ASPP, medico competente e RLS);
- Scelta dello strumento di valutazione (metodologia)
- Formazione dei soggetti valutatori in merito alla metodologia utilizzata, quando necessario
- Individuare gruppi omogenei in cui suddividere l’azienda
- Definire le modalità con cui comunicare con i lavoratori o gli RLS, in merito alla valutazione dei fattori di contesto e contenuto.
Come gestire lo stress?
Una volta svolte queste azioni propedeutiche, è possibile proseguire con la valutazione preliminare dello stress, necessaria a individuare e attuare degli interventi correttivi e migliorativi. In seguito si passa a una verifica dell’efficacia degli interventi correttivi e migliorativi svolti. Nel caso in cui gli interventi si siano rivelati inefficaci, bisogna svolgere una valutazione approfondita volta a trovare e attuare nuovi interventi correttivi e migliorativi.
In particolare, lo scopo della valutazione preliminare è quello di verificare la presenza di condizioni disfunzionali dell’organizzazione del lavoro e del contesto ambientale e relazionale che siano potenzialmente stressogene per i lavoratori, oltre che la presenza dei cosiddetti “eventi sentinella” ovvero indicatori di effetto per comprendere se sono presenti elementi che possono determinare condizioni di stress e dare indicazioni circa misure preventive necessarie.
Gli strumenti che possono essere utilizzati in questa fase sono di tipo osservazionale (check-list) per raccogliere elementi oggettivi, oltre che possibili indicatori di situazioni a rischio stress lavoro-correlato. Questi strumenti hanno una valenza collettiva, prendendo in considerazione l’intero gruppo omogeneo o l’intera porzione organizzativa.
La valutazione approfondita, invece, nasce con l’intento di definire e individuare, attraverso il coinvolgimento attivo dei lavoratori, le azioni correttive diverse da quelle già intraprese a seguito della fase di valutazione preliminare, risultate inefficaci. È necessario che lo strumento scelto nella fase di valutazione approfondita permetta di studiare le criticità emerse durante la valutazione nella fase preliminare. I dati raccolti dalla valutazione preliminare vengono quindi integrati con quelli sulla percezione soggettiva dei lavoratori: la definizione del rischio, ma anche la sua quantificazione renderà possibile per i responsabili aziendali l’attuazione di interventi correttivi e migliorativi sulle condizioni emerse come maggiormente stressogene.
Il confronto con dei risultati raccolti tramite metodi osservazionali e quelli della rilevazione della percezione soggettiva dei lavoratori permette di avere una valutazione maggiormente accurata dello stress lavoro-correlato.
La valutazione di secondo livello, dunque, è da considerarsi caldamente consigliata in ogni circostanza:
- se non è presente certezza circa il livello di rischio da attribuire nella valutazione preliminare;
- se è presente forte disaccordo nel team di valutazione
- se è presente incertezza nella verifica dell’efficacia delle misure correttive intraprese.
Gli strumenti che possono essere utilizzati nella valutazione della percezione soggettiva dei lavoratori sono numerosi: focus group, questionari e interviste semi-strutturate. La scelta di uno strumento sugli altri deve essere basata sulla valutazione dell’effettiva utilità nella ricerca di azioni correttive e migliorative.
In conclusione, nel caso in cui la valutazione preliminare del rischio stress non abbia identificato un rischio rilevante, la valutazione è da considerarsi conclusa e i risultati, con documenti di riferimento, sono da riportare nel DVR. Se, invece, la valutazione preliminare abbia fatto emergere una condizione di rischio medio o alto, dovranno essere pianificate le azioni correttive corrispondenti a quanto emerso con relativa verifica di efficacia. Sarebbe raccomandabile garantire la verifica di efficacia delle azioni correttive entro un anno dalla loro attivazione.
